Criminal Complaint against Police Scotland; Lockerbie bombing PanAM 103, (“Operation Sandwood”) filed by the lawyer of MEBO Ltd. Switzerland...
When Police Scotland announced that a special unit called “Operation Sandwood” would investigate into claims of criminality by investigators and prosecutors, who worked on the Lockerbie case. Their task was an investigation over allegations of perjury, evidence tampering and attempts to pervert the course of justice. MEBO welcomed this move as a step into the right direction. We had high hopes that the findings could restore justice in the Lockerbie case.
Several times the delivery of the report was delayed and they always declared that it is in its final stage. It came as a shock when – after 4 years of investigation – Police Scotland announced that the conclusion was: “No criminality” in the handling of Lockerbie bombing investigation... and there will be no criminal prosecution.” The final report remains confidential and we had no access to it. Therefore our anger and frustration is based on the above public statement.
Especially the manipulations around the MST-13 (PT35) lead to a verdict to the detriment of Libya and Abdelbasset al-Megrahi and severely damaged the business of Mebo AG (Ltd). ($ 200 Mio up to $ 250 Mio.) Edwin Bollier / MEBO were not willing to accept the fact that no criminal handlings occurred. Our lawyer filed a “Criminal Complaint against Police Scotland” concerning facilitation of criminal activities and fraud of evidence... The responsible officials must be prosecuted for their criminal handlings. Mebo just sent additional facts and supplements concerning the “Criminal Complaint”.
Without a doubt, officials and expert lied under oath at the Lockerbie Trial in Zeist/Holland. It is all well documented in the Official Court transcript (12’000 pages).
Based on investigation results by 'MEBO', about the criminal activities of official persons, who are connected to an MST13 timer (PT35) in the "Lockerbie affair" by using evidence fraud - Edwin Bollier/ MEBO concluded that expert Dr Thomas Hayes (RARDE) plays a leading role in the relevant evidence fraud. Police Scotland must have a closer look into the various criminal machinations...
By deliberately giving false testimony under oath, Dr. Hayes made himself liable to prosecution under English law; in a particularly large international case to the detriment of Edwin Bollier & MEBO AG, State of LIBYA, the Libyan people and Abdelbasset al-Megrahi.

The bundle of lies under oath must be regarded as perjury and is to a great extent responsible that it was possible by the UK and USA to indict Libya and Abdelbasset al-Megrahi. The false testimonials at the Lockerbie Court were also essential to deceive the Judges, which finally led to a wrong verdict.

We would like to ask you to wait with the final announcement of the verdict. You will receive this week additional crucial documents, via the Crown Office in Edinburgh. We all are looking forward to a good and fair decision by the Court.
Even at the begin of the 3rd Appeal by the Al-Megrahi family at the Scottish High Court, the full content of the “Operation Sandwood” report by Police Scotland - was not published in the public domain. What remains is only the headline that “Police Scotland found no criminal handlings by officials...” Surprisingly the press/media did not follow up the “whitewash” of officials.
At the time of the press release, the Family lawyer Aamer Anwar was very disappointed about the result... We, Edwin Bollier and MEBO Ltd. (severely damaged by the Lockerbie affair) were not willing to accept the fact that “no criminal handlings by Officials” occurred. Therefore we filed a “Criminal Complaint against Police Scotland” concerning facilitation of criminal activities and fraud of evidence... The responsible officials must be prosecuted for their criminal handlings.
As a conclusion of our extensive fact-finding mission, the focus needs to be directed to Dr Thomas Hayes, a former expert at RARDE. (see Accusations 2 and 6 of the Criminal Complaint). Our supplementary report shows – step by step - how the manipulations and lies under oath at the Court occurred. It is an eye-opener in a very complex context.
There was extensive re-engineering of evidence to cover up the manipulations and criminal handlings of officials/experts. The key to the truth is the MST-13 fragment. All paths lead to Dr Thomas Hayes.
Our claim for legal steps: The report by „Operation Sandwood“ needs to be revised or supplemented. The official/expert Dr Thomas Heyes must be indicted by Police Scotland!

From 22 November 2020, on behalf of the State, the Scottish judges rule among others "Lockerbie documents" > the mysterious "security paper" (PII) will remain secret! Justification: it is not in the public interest to release the secret document for higher national interests: "National security would be threatened".
What is the motif for a Scottish "State Section" to disseminate, some five years after the "Lockerbie verdict against Mr al-Megrahi and LIBYA, the receipt of a secret PII document - in connection with the bombing of Pan Am 103 over Lockerbie - and at the same time declare that, if the postulate were to be announced, the national security of Great Britain would be at stake?
From this explanation one must be able to suspect that this mysterious document was used for a deliberate, nasty operation > until now for this Appeal > start on November 24, 2020.
The "security paper" (PII) should remain secret and so the ringel dance between Mr Al Megrahi's lawyers and the Scottish judiciary continues...

To prevent international legal assistance from Switzerland and the potential disgrace for the Scottish justice system and to divert at the same time from the explosive affidavit of Lumpert, the newspaper "The Herald" communicated on the 3rd of October 2007 that behind ground 5 of the SCCRC-report a top secret classified document "under national security" was hidden and that its content is about the MST-13 timer. This after the editor of the Herald was feeded with information from the secret and unpublished 800 pages report of the commission's findings.
At the first hearing on the 19th of October 2007 the Appeal court in Edinburgh suddenly confirmed after more than 3 months the existence of a document "under national security"; but keeps ist content closed.
Lord Advocate Elish Angiolini QC agreed on the 20th of February 2008 to open the secret document but the UK Government by Advocate General Lord Davidson, QC, - Westminster's representative in Scottish matters - refused so and argued that it was not in the public interest to release the secret document. He claimed higher national interests: "The national security was at stake"!!!
Seemingly the content of the document "under national security" (MST-13 timer) is so high-explosive that the national security of Great Britain is at stake !!!
Prosecuting counsel Ronnie Clancy added that the secret document did not originate from the USA or one of ist agencies as the CIA.
For provable special reasons only two countries come into consideration for having passed the document 'under national security' to Great Britain: Switzerland or Germany. Reason: The manipulated "Lockerbie MST-13 timer fragment" did not come from a timer supplied to Libya in 1985/86.
Why the national security in Great Britain would be in danger with the opening of the document?
At least these two ex RARDE experts, Dr.Thomas Hayes and Allen Feraday, were involved as officials in the manipulations of the MST-13 (PT/35) fragment and the falsifications in the examination report page 51, photo PP8932, PI/995, memorandum to Insp.William Williamson, etc.
At least this two officials experts were responsible for the deliberately wrong accusation by linking the MST-13 fragment to Libya and the PanAm 103 Tragedy. In reality the crown wants to protect Hayes and Feraday. They are a real problem for the public security in Great Britain, why?
Who gave the ex RARDE experts Dr.Thomas Hayes and all Feraday the order to falsifications evidence in context with the MST-13 (PT/35) fragment? Came the order from the state?

"Lockerbie - PanAm 103 bombing"
The Pan Am 103" case (2000/01) was a questionable circumstantial evidence case and the forthcoming appeal will leave it to the High Court to rely 100% on genuine circumstantial evidence alone in its decision.
The "Scottish Miscarriage" against Abeldebaset Al-Megrahi and LIBYA, originated in the "Lockerbie trial /PanAm 103" (2000/1) and resulted from a deceptive circumstantial evidence trial, based on fraudulent evidence of a manipulated MST'13 timer fragment (PT35) and false testimony of officials under oath (lies)! The verdict is still valid today and there is hope that the ongoing appeal will correct the verdict.

The judges in the appeal proceedings (24/11/2020) at the High Court in Edinburgh - decided that they are accepting the fact that the classified document (PII) remains secret under National security. This decision cements that crucial facts concerning the MST-13 timer will remain in the dark and the confusion about this dubious document is creating further judicial chaos.
We hope that the defence will be successful in bringing back the uphold "ground of miscarriage concerning the MST-13 timer" to the court hearing.

Criminal Complaint against Police Scotland
On a stormy winter night - 31 years ago on 21st December 1988 - flight PanAm103 took off at Heathrow on a flight to the USA. Shortly after 7 pm, the Jumbo jet disappeared from the radar screens... and crashed into Lockerbie. 259 Passengers and crew lost their lives and 11 local people died on the ground.
A major investigation started immediately. A small fragment of a timer was allegedly found in the Lockerbie area. It was traced back, to a timer, allegedly delivered to Libya and the investigators made Libya responsible for the bombing. The manufacturer of MST-13 timers, Mebo Ltd. Zurich/Switzerland, says that this fragment turned out to be derived from a non-functional prototype, never delivered to Libya.
Nevertheless at the Lockerbie Court, Abdelbasset al-Megrahi - a Libyan official was convicted.
After a “four years” of special investigation” by Scottish Police, called “Operation Sandwood, a final report had been delivered and no criminal handlings had been identified. Their task was an investigation over allegations of perjury, evidence tampering and attempts to pervert the course of justice.
Edwin Bollier, the owner of Mebo Ltd., refused to accept the final result of the report. After the verdict of the Lockerbie Court, new unknown facts and secret documents have emerged and they indicate that Mr Abdelbaset Al-Megrahi and Libya, had nothing to do with the Lockerbie bombing and manipulations of the MST-13 fragment, had occurred.
A criminal evidence fraud has been withheld wilfully by Police Scotland. Edwin Bollier’s lawyer officially filed, in Scotland this week a “Criminal Complaint against Police Scotland” - containing ten (10) accusations. He concluded that the investigation of “Operation Sandwood” was not properly conducted. It resulted in preferential treatment of criminal handlings, by officials and experts and they “thwarted” the implementation of charges.

Edwin Bollier & MEBO AG recommends > After 31 years, it is time for the High Court in Scotland to define the crucial circumstantial evidence of fraud involving an MST13 timer fragment (PT35) in the "Lockerbie affair/Pan Am 103"
A miscarriage of justice occurred and criminal handlings and manipulations by officials need to be disclosed.
Additionally the secret document (PII) – must be declassified for the Court and the lawyers. The appeal will begin on 24 November 2020.

No 3 > Symbol Graphic - MST-13 Timerfragment No.3 – Mebo is convinced that this was a patchwork - composed of two parts, Part (PT35/b) was green colored, and Part (DP31/a) was dark charred - and play today a crucial role, because of the differentiated colours. They have been used as key evidence at the Lockerbie Court. This patchwork No.3, was presented in Dumfries by the CROWN OFFICE 'Lockerbie Criminal Trial Team' – to Edwin Bollier / MEBO AG for a review. Both parts were separately sealed in two glass containers. This examination took place in Dumfries, about 7 ½ months before the beginning of the Lockerbie trial by invitation of the Crown Office – Lockerbie Criminal Trial Team.
No 4 > Symbol Graphic - MST-13 Timerfragment (Duplicate) as compared by the FBI Laboratory with the Togo Timer. This duplicate was made of the same green machine-made Thüring materials as in Timers delivered to Libya. For the indictment it was essential to present a green fragment... The comparison of a green duplicate resulted in a fatal misjudgement... If they would have compared the Original black charred fragment as discovered by RARDE (handmade prototype) the result would have been completely different and without a chance to indict Libya.
My continuous efforts to see the Original MST-13 fragment...
1. USA / FBI Meetings:
On 15th -17th November 1990, I was questioned by BUPO in Switzerland. They showed the photos, No 1 (with the MST13 Timer fragment (PT35) as discovered by RARDE in a "Slalom shirt") and No 2 as cut into two parts, on 27. April 1990, by company Siemens, in Germany, now as "patchwork").
After this questioning session in Zurich, BUPO officer Flückiger organised a trip for me, Edwin Bollier, to the USA to the FBI Headquarters Washington. (February 1991).
The main intention was that I could see the Original MST-13 fragment as discovered by RARDE. The FBI officers showed me photographs of the fragment (No 1 and No 2). They interrogated me on several days and I agreed to a polygraph test which turned out to be negative. I was very disappointed that they could not show me the Original fragment.
2. Scotland / Meeting with Scottish Police, at Glasgow:
March 1991: I went to Scotland with the high hope to finally see the Original fragment. Again I only have seen photos of the fragment. I was interviewed by DI Jim Gilchrist. It was professionally recorded with my authorisation. I was very disappointed when he informed me that they could not show me the Original MST-13 fragment because it is was sealed and safeguarded by the Crown Office for a possible upcoming trial.
Only 7 1⁄2 months before the "Lockerbie trial" I had the opportunity to examine the fragment in Dumfries. (September 1999).
3. Dumfries / Examination of the fragments:
Finally, unexpected – 9 years after discovery I was allowed to see the MST-13 fragments at the Police Headquarters in Dumfries/Scotland. After several failed requests to see the fragment, I was surprised that I received an invitation by the CROWN OFFICE 'Lockerbie Criminal Trial Team' by Ms Watson – Principal Procurator Fiscal Depute – to attend for precognition in Scotland commencing on 13 September 1999.
Why was this suddenly possible – only 7 1⁄2 months before the beginning of the Trial in Zeist?
The inspection took place in presence of Ms Watson and Mr Harvie of the Criminal Investigation Team Crown Office. Additionally, it was observed by several police officers. After the opening of the sealed glass tube, I saw under the magnifying glass a green fragment part. The green fragment part was not not deriving from a handmade prototype made by engineer Ulrich Lumpert.
Important to know:
Handmade prototype timer had never be given or sold to Libya!
On the following day, I inspected the smaller charred part of the fragment. I concluded that this was the smaller part of the fragment as cut by company Siemens in Munich. It derived from a handmade prototype timer. Obviously, somebody exchanged the original dark charred part by a green part with print-materials used by Thüring.
The intention was that a green part would indicate that it was deriving from a MST13 timer delivered to Libya.
The question remains what happened to the exchanged original larger dark charred part - as cut by company Siemens. Was it disposed of or is it still stored in the archive?
I was wondering why they needed two different days to show me the two tiny fragments... After the inspection, we signed two “Statement of witness” at DUMFRIES Police station.
DI Kate Thomson was called as a witness to confirm the different colours of the two fragment parts, but not allowed to reveal what she saw. Unfortunately, she was not called as a witness at the "Lockerbie Trial".
4. Lockerbie Trial, Zeist / Last time that I have seen the fragment:
I was a witness nr. 548, at the Lockerbie Court and this was my last encounter with the fragment. The two fragment parts have been put in front of me on the desk. I had a look at it with my magnifying glass. Again I have seen a green coloured part PT35/b (not charred!) and the smaller piece (DP31/a) was the original dark charred/carbonized part. I testified that the fragment was not 100% as it was. I have seen it in Dumfries. The green part was shinier than this one.
The fragment has been– exposed to a flame - and was a little bit different from what I have seen in Dumfries.
And the numeral “1” wasn’t so damaged as here. My point of view has been noticed by the judge but finally, the court accepted the two fragments in the glass tubes as key evidence. As we know today - a fatal error – leading to a wrong verdict, because the original fragment, as discovered by RARDE, was replaced by a forged fragment.

Lockerbie PanAm 103 - Court judgement 2000/1 - a further evidence of fraud was uncovered and supplemented by MEBO, since September 2020, with important facts...
The awakened dance around the secret "Lockerbie Document (PII)" is most likely the last Scottish manoeuvre to try to delay the discovery of the cover-up in the "Scottish Miscarriage of Justice" of (2000/01) against Abdelbaset Al-Megrahi and Libya in the appeal proceedings on 24 November 2020 in the High Court of Justiciary at Edinburgh (UK)... for what reason?
Flashback: The politically modulated "Lockerbie circumstantial evidence trial" was conceived against the Gaddafi regime in LIBYA at that time and has to be described as a two-part "mutation affair" - because the verdict is based on circumstantial lies, deliberately documented by official witnesses under oath at the court in Kamp van Zeist - besides there is the decisive evidence of fraud with a perfidiously manipulated fragment of an MST-13 timer (PT35).
In light of the review findings, Al-Megrahi reiterated his innocence.
March 2002 - Al-Megrahi loses appeal against his conviction.
September 2003 > The Scottish Criminal Cases Review Commission (SCCRC) was asked to investigate Megrahi's conviction. At this time, crucial, authenticated "false evidence", (soft & hardware) - was mainly uncovered (decoded) by Edwin Bollier & 'MEBO' and published on this website.
MEBO called this evidence a criminal manipulation. It was used for the 'UK' & 'US' Indictment against Al-Megrahi and LIBYA, in the "Lockerbie Trial" to deceive the judges - has been "planted" by official helpers to achieve the negative incriminating Scottish verdict against Al Megrahi and LIBYA!
June 2007 - The SCCRC recommends that Megrahi should be given a second appeal against his conviction.
18 August 2009 - Megrahi's attempt to drop his second appeal is accepted by the judges of the High Court in Edinburgh.
20 August 2009 - Megrahi, who suffers from terminal prostate cancer, is released from prison on compassionate grounds.
May 2012 - Megrahi dies at the age of 60 in his home in Tripoli/Libya.
July 2015 - Scottish judges rule that "relatives of Lockerbie bomb victims" cannot appeal on Megrahi's behalf. Previously, the courts had ruled that only direct relatives could file a posthumous appeal.
July 2017 > Megrahi's family - previously with the help of Edwin Bollier & MEBO Ltd in Zurich, Switzerland - a new appeal against Al-Megrahi's conviction (2001), has been lodged through criminal law specialist Aamer Anwar in Scotland.
The evidence of fraud:
The key piece of evidence against LIBYA, a dark charred fragment known as (PT35) originating from an MST-13 timer circuit board - which is said to have activated the "Improvised Explosive Device (IED)" on flight PanAm103, causing the plane to crash - was definitely not discovered by expert Dr Thomas Hayes, on May 12th 1989, in a grey slalom shirt at 'RARDE'! This is a serious lie by Witness number 586, Dr Thomas Hayes, under oath".
A crucial further fraud of evidence was uncovered and documented in September 2020 with important facts by MEBO.
Today it is known that an FBI expert by the name of Tom Thurman, together with an employee of the Swiss "BUPO", visited the engineer Ulrich Lumpert at MEBO AG laboratory, towards the end of 1989; on the condition, however, that the two owners of MEBO AG, Meister & Bollier, were not present...?
According to engineer Lumpert (certified in writing) - they submitted, for an expert comparison, a "dark charred" fragment, deriving from a prototype of an MST-13 timer (circuit board). Engineer Lumpert scratched 3 spots between the tracks and a letter "M" for pattern or MEBO, clearly visible.

The Scottish Police "Operation Sndwood" and the "SCCRC" continued to defend the Scottish judgement of 2000/01, as legally valid and thus protect the official "liar-perpetrators" of the 'Lockerbie affair' - should have been replaced by the Appeal, for fraud of evidence using an MST-13 timer fragment, *false statements under oath by official witnesses, and for abetting in a criminal investigation by the Scottish Police, in "Operation Sandwood". MEBO: The report by "Operation Sandwood" by Scottish Police in the Lockerbie case seems to be full of LIES!
After four years of investigation into possible criminal activities by officials, the conclusion of the final report must be classified as "favouritism in office" and is, therefore, a criminal offence with major implications.

MEBO: Dr Thomas Hayes additional page no.51 at RARDE Report 181 was a fake, the today provable lie, the MST13 timer fragment (PT35) was not found on May 12, 1989, but discovered at RARDE between 12th and 22nd January 1990)!
It is a mystery how the fragment with the scratch marks on it, found its way into the shirt at RARDE...
It would have been a major challenge for “Operation Sandwood” to bring light into this. It had the potential to change the complete story around the key piece of evidence.
Engineer Ulrich Lumpert made in autumn 1989, the tree scratch marks and letter “M” Muster/sample or MEBO) on the fragment. The scratch marks on the fragment were only discovered after the Trial.
An interrogation of Mr Lumpert by “Operation Sandwood” would have revealed that the authorities knew at a very early time that MEBO was the manufacturer of the MST-13 timers and why he scratched on the fragment. It would have also revealed when the Original fragment was brought to Engineer Ulrich Lumpert and he could have confirmed that a Swiss official and a third person was present.
The third person was possibly Tom Thurman (FBI). (Identified on photos by Ulrich Lumpert). Mr Lumpert was ready to talk to “Operation Sandwood”.

On January 31, 2001, the Scottish Court in the Netherlands rendered its verdict in the Pan Am 103 bombing trial over Lockerbie. The court found (LIBYA) and the official Libyan defendants Mr. Abdelbasset al-Megrahi, guilty of murder (270) and sentenced him to a minimum of 20 years.
Although the eight-month-long trial featured the testimony of 235 witnesses and the admission of thousands of pieces of physical and documentary evidence, the case ultimately turned on just four key pieces of physical evidence recovered from the wreckage of PanAm 103 in Scotland:
First: One Toshiba RT-SF 16 Bombeat radio cassette player.Second: A brown Samsonite suitcase, which the court concluded had contained the bomb.
Third: The discovery of a charred "SlalomShirt" The court concluded that the clothing originated in Malta and had been sold by a small store called "Mary's House."
Fourth: The decisive evidence part, was a tiny fragment of a circuit board from a MST-13 timer (PT35) which the court concluded, that this timer has activated the improvised explosive device (IED) and that such timer had been manufactured by Swiss electronics firm called MEBO Ltd, Telecommunication.

Through facts, only available after the Scottish "Lockerbie Court judgement (2000/01) – the true declassified "SECRET FBI" report 262-23, supported with CIA report 88SP006 - has the potential to "checkmating" the five judges of the Scottish High Court of Justice in the upcoming "Lockerbie Appeal".
The Appeal Court will have now the opportunity to correct the wrong verdict by exonerating Abdelbasset Al-Megrahi and LIBYA and - after nearly 20 years - the court can win back their honour. The first preliminary hearing will take place on Friday, August 21st, 2020 at 10 am.
Why was in the worst-ever act of airline terrorism (PanAm103) against the United States the decisive FBI report 262-23, dated August 20, 1990, classified as "SECRET” and in one of the largest criminal proceedings in the "Lockerbie case" embezzled?...
The obvious reason was that the FBI report 262-23 contains exonerative truths in favour of the accused. It unmasks crucial criminal manipulations by the Scottish investigators.who deliberately misled the FBI lab in Washington!
The FBI Report has a "double face" and becomes the declassified "Pandora Box of Lockerbie" - therefore the exonerating report was classified as SECRET and in 2000/01, the defence of Abdelbaset Al-Megrahi and LIBYA was denied had no access!
Also, the judges where not aware of this secret FBI document. The declassified report has the potential to provide facts which could allow repealing the wrong verdict of the Court in Zeist. The content of this report must be recognized by the Scottish Appeal Court.
MEBO reproach:
1.) Only with the "shield" (SECRET), it was possible to withhold the crucial facts of the report - during the ongoing Lockerbie trial (2000/01) - from the defence of Abdelbaset al Megrahi and LIBYA!
2.) By withholding the FBI report and the silence, at the court of FBI witnesses under oath, FBI favoured the fraud of evidence about the doubtful discovery of the MST13 timer fragment (PT35) in a slalom shirt on the wrong date of May 12, 1989, and another mysterious date of September 15, 1989! The date in the FBI-report is indicated as January 1990. (this date is confirmed by BKA/Siemens document).
3.) The two false dates allowed manipulating the Scottish evidence documents which supported the evidence fraud with the facts of an MST13 Timer Circuit Board (PT35) perfectly.
4.) Before the MST13 Timer Circuit Board (PT35) was discovered in a "slalom shirt" by experts Dr Thomas Hayes and Allen Feraday, at RARDE, on January 22nd, 1990, engineer Ulrich Lumpert has received in late 1989 (after November 15th) a phone call from an employee of the Swiss "BUPU" that they want to visit Lumpert the MeBo Office, but only if the two owners Erwin Meister & Edwin Bollier, are absent.
FBI expert Tom Thurman, together with a Swiss Official of the (BUPO) brought the fragment (PT35) to engineer Ulrich Lumpert to the MEBO Laboratory for a review. Lumpert made 3 scratch marks on the circuit board and scratched, clearly visible the letter "M" for Muster (sample) or MEBO on it.
How was it possible to be the fragment in autumn 1989 for a review before it was discovered in January 1990? Why...
Operation Sandwood from Scottish police, missed having a closer look into this significant mystery. The answer is simple – it would have changed the complete story around the discovery of the key piece of evidence.
5.) The MST13 timer fragment discovered by RARDE on January 22, 1990, in a "slalom shirt" was a "black charred" circuit board, later designated as (PT35) and was photographed, (see proof colour photo No.117).
From 20, August 1990, on page (2) in the FBI report, the decisive "black charred fragment" was replaced by a green duplicate circuit board and shown as a "green coloured (PT35/B) circuit board" without burn and other marks. Why?
Because the FBI could only prove with misleading evidence from the Scots that the MST13 timer fragment (PT35) found derived from a "Libyan MST13 timer (K1)”. The obvious deception – was made with a comparison between a "Libyan MST13 Timer (K1) and a green coloured duplicate circuit board, referred now as (PT35/B. If they would have compared the Original fragment (PT35), the result would have been completely different and without a chance for an indictment.
The circuit material used in handmade prototype timer was brownish and not green. Such timers have never been delivered to Libya only machine-made MST-13 Timers with green circuit boards. FBI must have been aware that it was not the real piece of evidence. At the time of the comparison, it was already cut in two pieces by Siemens (PT35/a and DP31/a) on 27, April 1990.
To indict Libya the desperately needed a green circuit board!
By the way > when asked by the judge to witness number 586, Dr. Hayes, Sworn, in the Lockerbie Process 2000/01, confirms Dr. Hayes the following:
Question: Well, you wrote the examination notes that are now paginated as page 51, did you not, Dr. Hayes?
Answer: I certainly did.
Question: And you record in those notes on page 51 that PT35/B was trapped in the collar of a shirt or in a piece of material?

It sounds ridiculous that the Scottish investigators in early 1990 still running from Lab to Lab to find out the name of the manufacturer...

The preliminary hearing of the Lockerbie Appeal at the Scottish High Court on April17th was postponed due to the Corona virus situation. Lets hope it will not be delayed and take place as announced in May 2020.
To support and to deal with the appeal (6) points, the defence of Al Megrahi and LIBYA, there is now a point (7) which must bring down the politically and irrationally motivated "Lockerbie verdict" of the Scottish judiciary ...
The Scottish verdict is based on evidence fraud and false witness statements officials under oath at the Lockerbie Trial. A twitter message by Iranian's President Rouhani has the potential to change the story of the "Lockerbie affair". Based on the statements by Iranian President Hassan ROUHANI from January 11, 2020 - with a high probability that at the time IRAN had the responsibility the "Lockerbie bombing".
This does not mean that IRAN directed and carried out the "bombing" on flight PanAm 103, but the vow for revenge by high ranked Iranian officials created a causal responsibility for the attack on the American airliner.
If it is confirmed it would prove that LIBYA and the official Abdelbaset Al Megrahi has nothing to do with the "Lockerbie tragedy".

Shortly before the announced "Lockerbie Appeal" - beginning April 17, 2020 - MEBO can disclose crucial deciphered machinations in the evidence fraud of the "Lockerbie Affair-PanAm103."
With deliberately staged statements of lies under oath of official witnesses and through a decisive fraud of evidence with an MST13 timer fragment (PT35), the wrong Scottish verdict in the Lockerbie trial(2000/01) was "fabricated", with the obvious intent that Libya and Abdelbasset Al Megrahi could be blamed for the bombing of Flight PanAm 103, over Lockerbie (270 dead).
The false Scottish verdict has so far received additional support by the questionable and flawed 800-page SCCRC report, published on June 28, 2007 as well as through the dubious investigation by the Scottish Police's “Operation Sandwood”, favouring criminal offences by officials. It is questionable why the report took nearly four years apparently not only for complete the Megrahi review, but apparently also to veil Scotland's biggest crime case...
The finding and discovery of the MST-13 (PT35)...
The MEBO Statement of reasons to the reproach:
On January 13, 1989, Detective Constables Thomas Gilchrist and Thomas McColm (Scottish police) found a fragment of charred clothing (Slalom Shirt) in search sector I, near Newcastleton (grid reference 502 858). This piece of charred grey cloth was bagged in a plastic bag and labelled with a police label nr.168 = reference PI'995.
On January 17, 1989, the sealed plastic bag was delivered to the collection point DEXTAR and on the label was given, in addition to the existing find date 13/1/ 89 (left) - and a second control date of 17/1/ 89 was registered in the Dexstar log.
On February 6, 1989, the plastic bag with Label no.168/PI995, was sent with other bags to the Laboratory at Fort Halstead in Kent (RARDE) for forensic examination.
An overwritten label No.168, by Scottish Police, with manipulated description of the material in the "plastic bag" (PI'995) - supports the evidence today that towards the end of 1989 the "plastic bag" was opened and the - in Bag found "Slalom Shirt" - the additional material ref. (PP'8932) incl. The MST13 timer fragment (PT35) was hidden. See photo: No.117; For this purpose, a manipulated additional page No. 51 was created with the date (12/05/89) and inserted into the RARDE report 181.
On the same page (51) the material Ref. PP'8932, including the fragment of a "green colored" circuit board (PT35) referred to under passage b), was listed.
PS: The photo shows that the fragment at this time (12/05/89) was not "greencoloured" but "black carbonized", also on the fragment are 3 scratches visible and a letter "M", (“M” stands for Muster = sample). This indicates that page 51, only after FBI investigation report no. 262-23, dated August 20, 1990; then with another "green coloured MST13 timer fragment with designation (PT35/B) after a forensic comparison with the MST13" TOGO Timer "K'1 - in the FBI laboratory, as 100% consistent - was rated!
Significant: The label No.168 with parcel No. PI'995 was manipulated at an unknown point in time, preferably the existing "found article" CLOTH (charred) was, apparently from a deliberate project, intentionally included DEBRIS (charred) overwritten. The label with initially two (2) existing signatures was supplemented with an additional three (3) signatures to a total of five (5) at an unknown time; It was common for two (2) officers to confirm the "found" with their signature...
When asked by the judge to witness number 586, Dr. Hayes, Sworn, in the Lockerbie Process 2000/01, confirms Dr. Hayes the following:

Question: Well, you wrote the examination notes that are now paginated as page 51, did you not, Dr. Hayes?
Answer: I certainly did.
Question: And you record in those notes on page 51 that PT35/B was trapped in the collar of a shirt or in a piece of material?
Answer: Yes.
Question: So that fragment could not, presumably, have come to light, so far as the police were concerned, prior to it being extracted from the cloth by yourself?
Answer: That is correct, yes.
Question: It would follow that it could not have been seen by the police prior to the cloth being passed to you at RARDE and the article being extracted by you from the trapped area of material?
Answer: I'm sure that is the case.

The Scottish Police had not provided new evidence support available in their investigation "Operation Sandwood" due to obvious favouritism in the office (thwarted) and failed to reveal why an official employee DI Thomas Gilchrist, on the police label No.168, found a slalom shirt on January 13th 1989, with No. PI'995 - first called "CLOTH (charred)" - and later called "DEBRIS (charred)?
Today (after the wrong court decision of 2000/01) it can be proven that for the first time on January 12, 1990 (not according to the court order, on May 12, 1989) - the material, Ref.PP8932 / PI'995, including an MST13 timer fragment * (PT35) hidden in the unpacked "charred" slalom shirt, by the experts Dr. Hayes & Feraday, was discovered at RARDE!
Additional, important evidence will not be published publicly.
Mr. Abdelbaset Al Megrahi and LIBYA, have nothing to do with the bombing of the PanAm103, over Lockerbie!

The biggest scandal for Scotland will start soon with a „Criminal complaint against Scottish Police“ (Operation Sandwood) about favouritism in office, in case of evidence fraud and false witness statements under oath by officials - as well as on May 9, 1990 - the questionable halt of the investigation of an MST13 timer fragment (PT35) after cutting it into two parts, at the company Siemens in Munich. After the positive forensic comparison - (after June 6, 1990, at the FBI laboratory in Washington) - with the MST-13 timer fragment (PT35/B) allegedly found in Lockerbie and the CIA provided ("TOGO Timer" (K'1) = a real MST-13 timer); at the Siemens company(Germany), a second assessment with a Sample Circuit Board (PT35/B) alias (PT35), was conducted on August 9, 1990, apparently to support the result of the FBI laboratory that the fragment (PT35/B) originated from an MST13 timer delivered to LIBYA ...
This subsequent, important respectful additional comparison at Siemens was planned by the Scottish Police and commissioned via the BKA, from KOK Leidig and other signatories to Siemens (Laboratory for Technologies and Materials).
It also turns out that this comparison was made with a circuit board, with 9 layers of fibreglass and (sig.) the copper conductors covered with a green protective mask! Therefore the Siemens (laboratory for technologies and materials) as well as the FBI laboratory, were deceived with a green pattern MST13 Circuit Board (PT35B) which was not black charred… This assessment looks dubious because Scottish Police wrote to Siemens on May 9, 1990, that they are capable to carry out further investigations in their own laboratories in the UK.

However, at 14:00 on 11 March 2020 the Commission will issue to the media a short summary of its main findings by way of a news release. The "legacy" after the "Lockerbie Tragedy-PanAm103"- depending on the various political situations - was passed on to several groups and states from the beginning.
A first allegation went towards IRAN and was based on an alleged threat from the then political and religious officials - Blood will rain from heaven - a vanguard for the American downing of IRAN AIR would have announced flight IA'655 (290 dead) in return to destroy a US commercial aircraft.

The Turkish President - Recep Tayyip Erdogan - is playing with fire as he intends to send Turkish troops to Libya in early January 2020
President - Recep Tayyip Erdogan wants to support the Government of National Accord under Faviz al-Sarradsch (GNA) in the fight against the Libyan National Army (LNA) now led by Field Marshal Khalifa Belqasim Haftar.
War in Libya, with military interference from foreign states, could escalate into a second Syria disaster in the Mediterranean Sea region.
The UN is part of the problem in Libya and the EU not able to prevent Turkish interference. As it looks only President Vladimir Putin has the power to prevent a Turkish military intervention and mediate a possible solution in the Libyan conflict.
A possible move could be to unite the two Libyan armies (without militias) across Libya, and a unified national Libya police could be established under the protection of the military, thus providing the conditions for a new neutral popular election.
